Bitwise AND of Numbers Range

Given left and right with 0 <= left <= right <= 2147483647, return the bitwise AND of every integer in the inclusive range [left, right].

  • Looping over the range is far too slow — it can hold billions of values
  • The answer must come out in O(number of bits) time
  • left === right is allowed and simply returns that value
